Surging fuel costs and expensive insurance pushed vehicle sales in Canada to their lowest level since 1999, according to the latest sales figures from the top auto manufacturers.

Canadian auto sales rose modestly in December due mainly to heavy incentives, according to figures released on Tuesday, but overall sales in 2004 were below the previous year and the softness may extend into 2005.
